Server Test Results needed!

Ok. I tried the following for wlan0
edit /etc/network/interfaces - add wpa_supplicant.conf with ssid/password
restart network - did not get ip
Tried to connect a cable; eth0 is shown as p3p1
edit /etc/udev/rules.d/70-persistent-net.rules and add a line for p3p1
restart network - did not get an ip
ethtool shows link down
Any doc url for troubleshooting this? Thanks.
