Handing over ubuntu-qa to the Qatar loco team

Hi Nicholas and the QA team,

I just looked at the main page at https://lists.ubuntu.com and the new
ubuntu-quality list does not appear on the list.  The old list ubuntu-qa is
still under the Quality Assurance heading.  The ubuntu-quality list needs
to be added under the QA heading, and the ubuntu-qa list needs to be moved
to the Worldwide LoCo heading.
