AutoPilot Testcases project launched

As part of the effort to expand our automated testing and increase our 
autopilot testcases, I've started a project to host these testcases. 
This should make it easy to contribute new testcases as well as to see 
what's available. I know several of you have been working independently 
on various tests. I would encourage you to add them to the trunk of the 
project. As we grow, we'll experiment with how best to organize the 
project and to utilize the cases.

For those who might be new to launchpad, bzr, branching, and merging, 
please just post a question if you need help or get stuck. I'm still 
learning a few things about lp as well, so it may not even be something
