wubi i386 stalls during installation

what i get:

after install and reboot, it says "ubuntu starting for the first time" (or something like that), then after a while screen the screen turns black, no hd-activity and very little network activity. i can do nothing but switch off the computer the hard way. if i reboot, i get a working ubuntu system. 
this happened to me twice (100 % of the tries i took)

somebody tell me please if this is a bug that needs reporting! thx!
