I asked the IRC ops team that and they said it'd still be confusing
for people looking for the Qatar LoCo team. In the end we settled on
#ubuntu-quality (with a note in the #ubuntu-qa topic pointing to
#ubuntu-quality) and I got it registered and set up so feel free to
populate it :-)
