QA Website Project

I setup a one liner guided bug filing instruction for the Ubuntu QA
website project as it received an Ubuntu bug somehow.  I added a url in
the instructions for qa.ubuntu.com in the hopes that might prevent this
from happening again.  Feel free to change the instructions or submit
suggestions!
