Se não me engano isto tem a ver com a história de 1 gigabyte são 1000
megabytes em vez dos normais 1024 megabytes.

Assim pegando na informação que providenciaste:

$ cat /proc/meminfo
MemTotal:      4055244 kB

4055244/1024=3960 MB e 3960/1024=3.9GB

Já com os discos rigidos acontece a mesma coisa, compra-se um disco de
500GB e na prática tem-se à volta de 465GB.
