A minha tentativa de reinstalacao do locales, com o -f pra
teoricamente corrigir o problema:

$ sudo apt-get -f install locales

Quanto a trocar o repositorio, nessa ultima vez eu tinha comentado
todos menos os security.ubuntu.algumacoisa aqueles. Tipo, pra
garantir.

Segue o meu /etc/apt/sources.list:
