The Arch website does a better job answering this than I could.

Is it stable?

My thoughts are that the user would be similarly responsible for the 
ongoing bloat level without any need for re-installing.

As an aside, with Ubuntu I've always done a fresh install every six 
months, and to be honest, I am tiring of that just to get updated packages.
