[Bug 119770] Wrong label of button

Binary package hint: texlive-lang-polish

In the form to enable / disable desktop effects. I don't know original
name of the form but in Polish translation it is: "Efekty pulpitu".

The problem is with the button on this form. The button has the same label for enable and disable the "desktop effects".
In Polish translation the label is:" Włącz efekty pulpitu".
I think the label should be differend when the effects are enabled, and we want to disable it. In this situation the label should be like this: "Wyłącz efekty pulpitu".
