Terms of Reference: Senior IT consultant (3 person-months)
-------------------------------------------------------------

The Clean Air Initiative for Asian Cities (CAI-Asia) Center is looking
to engage a senior IT consultant/systems analyst for a regional air
quality project expected to begin in April 2009.

Qualifications:
- A university degree in computer science, computer engineering, or
related fields; preferably at post-graduate level or its equivalent
- Highly proficient with Web 2.0 technologies, methods, and applications
(e.g., ability to create APIs, mashups, web services)
- Ability to communicate technical concepts to non-technical audience
- In-depth experience working with development agencies and NGOs preferable
- Experience with both open source and proprietary web applications
- Graphic design experience a plus

Tasks and responsibilities:
(i)  Take the technical lead in the development of the new web portal
that will cover data and information relating to air pollution, climate
change, and transport
(ii)  Provide inputs in the design of the architecture of the new
website to ensure future scalability
(iii) Conduct and analyze baseline stakeholder survey to assess
information needs of the air quality management community, including
stakeholder’s familiarity with using online tools
(iv) Review and evaluate existing CAI-Asia website
(http://www.cleanairnet.org/caiasia) for strengths and weaknesses in
organizing air quality, climate change, and transport data and
information for different target audiences
(v)  Review and select appropriate technology options for the new
website (which can integrate with the CitiesACT.org portal, currently
under development), and implement methods to share content with other
websites by using and/or developing APIs.
(vi) Participate and provide inputs in selection and recruitment of IT
domestic consultants (to be based in Manila)
(vii) Produce a detailed report summarizing the results of the website
evaluation, stakeholder survey, and include specific recommendations
