I'd be tempted not to approve the patch due to the fact that it is
loaded as an automatically generated debian-patch-* file, which is done
for changes done directly in the source. It's normally better to apply
changes in a patch directly rather than modifying the files.

However, seems like the upstream Olson database is scheduled to be
updated on March 7th if there are no issues. You can follow the state of

If the upstream data is to be changed, I think it would probably be
better to wait for the change and apply it with the other modifications
through a new upstream revision.
