Bug description:
  The python3-gnocchi package is currently failing to build in the
  Caracal UCA because of the following:

  Traceback (most recent call last):

  pkg_resources.ContextualVersionConflict: (MarkupSafe 2.0.1 (/usr/lib/python3/dist-packages), Requirement.parse('MarkupSafe>=2.1.1'), {'werkzeug'})

  The python3-markupsafe package is not currently carried in the cloud
  archive so the build reverts to 2.0.1-2build1 from jammy/main.

  Also the version of python3-werkzeug currently look like:

       3.0.1-3ubuntu0.2~cloud0 500
          500 http://ubuntu-cloud.archive.canonical.com/ubuntu jammy-proposed/caracal/main amd64 Packages
       3.0.1-3ubuntu0.1~cloud0 500
          500 http://ubuntu-cloud.archive.canonical.com/ubuntu jammy-updates/caracal/main amd64 Packages
       2.2.2-3~cloud0 500
          500 http://ubuntu-cloud.archive.canonical.com/ubuntu jammy-updates/bobcat/main amd64 Packages

  And the current gnocchi build in the uca was "Copied from ubuntu jammy
  in bobcat-staging".

  So I suppose the best thing to try first here is attempt to backport
  python3-markupsafe 2.1.5-1build2 from Ubuntu Noble and make sure
  python3-werkzeug 3.0.1-3ubuntu0.2~cloud0 gets released to the Caracal
  UCA.
