Bug description:
  On newer Python version 3.14 with the long-deprecated
  ssl.PROTOCOL_TLSv1 and ssl.PROTOCOL_SSLv23 removed, oslo.messaging
  will fail to be imported.

  This is caused by the references in
  oslo_messaging/_drivers/impl_rabbit.py that loads the two protocols
  eagerly.
