Bug description:
  [Impact]

  Update OVN to upstream stable release 26.03.3 in Ubuntu Resolute and
  Gazpacho UCA, providing bug fixes for existing users. This includes
  the fix for unnecessary ARP/ND probes for unused MAC bindings.

  The update contains:
  * OVN 26.03.3.
  * OVS 3.7.1 with upstream backports for unicast neighbor solicitation
    support required by OVN and recirculation-ID cleanup ordering.

  [Test Case]

  The following SRU process will be followed:
  https://ubuntu.com/project/docs/SRU/reference/exception-OpenStack-Updates/

  The OpenStack team will run its continuous integration tests against
  the packages in -proposed. A successful run of all available tests
  will be required before release to -updates.

  The OpenStack team will attach the executed test summaries to this
  bug and will not mark verification-done until this has happened.

  
  [Regression Potential]

  Changes to OVN neighbor aging, routing and flow processing could
  affect network connectivity. The OVS backports affect IPv6 neighbor
  solicitation and bridge cleanup.

  The OpenStack CI testing above will be used to detect regressions,
  with results attached before verification is completed.

  
  [Other Info]

  This update includes CVE-2026-5265 and CVE-2026-5367 fixes introduced
  upstream in OVN 26.03.1.

  It supersedes the earlier point-release update proposed in:
