Bug description:
  [Impact]

  Hi, could you please update OVN in the Gazpacho Ubuntu Cloud Archive
  for Ubuntu 24.04 from 26.03.0-2~cloud0 to 26.03.3?

  We use these packages in Kolla for OpenStack 2026.1. The update includes the fix for unnecessary ARP/ND probes for inactive MAC bindings:
