[Bug 2169282] [NEW] [SRU] Update OVN to 26.03.3 in Gazpacho Ubuntu Cloud Archive

[Bartosz Bezak]

Public bug reported:

Hi, could you please update OVN in the Gazpacho Ubuntu Cloud Archive for
Ubuntu 24.04 to 26.03.3?

We use these packages in Kolla for OpenStack 2026.1. The currently
available version, `26.03.0-2~cloud0`, is missing the fix that stops
unnecessary ARP/ND probes for inactive MAC bindings.

The fix is included upstream in 26.03.3:
https://github.com/ovn-org/ovn/commit/0554c1277f109fcffd0eb38a97b3c75e5d33e28a

Thanks!
