Bug description:
  Hello,

  2024.1/candidate deployment on jammy at ubuntu22.04.

  Openstack Dashboard logs showing apiclient error.

  CLI clients can show cluster templates without issue, Horizon UI fails to load.
  Seeing 500 response code from /api/container_infra endpoints.
