Bug description:
  Currently if I install python3-nova on Ubuntu Noble I get:

  # apt install python3-nova
  Reading package lists... Done
  Building dependency tree... Done
  Reading state information... Done
  Some packages could not be installed. This may mean that you have
  requested an impossible situation or if you are using the unstable
  distribution that some required packages have not yet been created
  or been moved out of Incoming.
  The following information may help to resolve the situation:

  The following packages have unmet dependencies:
   python3-nova : Depends: nova-common (= 3:29.2.0-0ubuntu1.8) but it is not going to be installed
  E: Unable to correct problems, you have held broken packages.

  Indeed the version of nova-common available is:

  Both of these packages are part of https://launchpad.net/ubuntu/+source/nova/3:29.2.0-0ubuntu1.8

  These packages have been undergoing update phasing and according to
  https://launchpad.net/ubuntu/noble/amd64/nova-common that package  is
  at "50% of users". Since these packages are hard requirements on each
  other they should be aligned with phases to avoid becoming stuck like
  this.
