Bug description:
  Neutron introduced OVN Neutron Agent (aka neutron-ovn-agent) during
  Antelope cycle. This is required to use QoS for hardware offloaded
  ports in ML2+OVN and also provides the metadata agent functionality to
  replace ovn-metadata-agent completely in the future.

  However there is currently no neutron-ovn-agent package which installs
  the required systemd service unit so this daemon can't be deployed.
