I have same problem. Clean install Ubuntu server 24.04.1, installed cephadmin and podman (no docker). Then run "cephadm bootstrap --mon-ip XX.XX.XX.XX". Mons and Mgrs installed sucessfully but no visible SSD drives, no hosts infos like CPU, cores, RAM, raw capacity etc. After disable apparmor is all ok.
Ceph version is squid stable 19.2.0. All latest updates for Ubuntu are installed.

Bug description:
  Upgraded one of my hosts from 22.04 to 24.04. Now I get a warning
  "failed to probe daemons or devices".

  I've reported this issue on the ceph users mailing list, but it seems
  Ubuntu-specific.

  ceph health detail gives me:
  HEALTH_WARN failed to probe daemons or devices

  The only workarond seems to disable Apparmor and reboot the host.
