The project at the time was also lacking a PTL upstream (although I see
that situation has now been resolved).
We can look to re-introduce trove into Ubuntu for Plucky development
(which will feed the Epoxy UCA) - I note that the packaged in Debian
have been updated since as well.

Bug description:
I noticed that UCA Caracal does not provide the core trove packages such as python3-trove, though these packages were available in UCA Bobcat or older releases.
It it expected or the packages may be added later ?
Interestingly the trove-dashboard package is available in Caracal. So
if trove is removed from the distribution then it may need to be
removed, too.
