  make[2]: *** No rule to make target
  '/home/ubuntu/ovn/b/ovn-22.03.3/ovs/python/build/soutil.py', needed by
  'manpages.mk'.  Stop.

  For jammy we need [0].
  For mantic we need to drop d/p/revert-ovs-python-build-rename.patch
