Title:
ieee-data monthly cron job in Xenial probably DDoSes ieee.org

Status in One Hundred Papercuts:
  Confirmed
Status in ieee-data package in Ubuntu:
  Confirmed
Status in ieee-data package in Debian:
  Fix Released

Bug description:
Xenial has an older version of ieee-data, which includes a monthly
cron job to download stuff from the IEEE's website.

In my experience DNS resolution fails, suggesting that older Ubuntu
and Debian systems are DDoSing ieee.org's nameservers, and either
overloading them or triggering some kind of rate limiting or DDoS
  mitigation and getting blocked.

  See also https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=826104.

It might be a good idea to backport a newer version of the package.

I'm pretty sure the cron job fails anyway because the URL changed or
  something.

(Note: I do not represent the IEEE or anything. I'm just an Ubuntu
  user.)
