Based on discussion with the upstream Ceph project we thought that the
dates where going to align for Caracal/Ubuntu 24.04 LTS and Ceph Squid,
hence the development snapshot you currently see.

The Ceph project released as RC in the last two weeks - we're preparing
updates to move packaging to this version under bug 2065515 - I'm going
to mark this as a duplicate of this bug.

Due to this situation we've not official released the Caracal Cloud
Archive at this point in time; I'm sorry that this has caused you
upgrade issues.

Bug description:
  The openstack-caracal cloud archives do ship the same confusing and
  broken Ceph 19.2 pre-release snapshot as 24.04, and no current release
  of Ceph (which is 18.2).

      $ apt-cache policy ceph-base
      ceph-base:
        Installed: 19.2.0~git20240301.4c76c50-0ubuntu6~cloud0
        Candidate: 19.2.0~git20240301.4c76c50-0ubuntu6~cloud0

  Neither caracal nor Ceph 18-vs-19 is listed or explained anywhere:

  Is the 19.2 pre-release snapshot expected to work?

  For us, it took down our existing cluster with inconsistent pg object
