  Omitting region results in a random one being selected

Status in python-openstackclient package in Ubuntu:
  Confirmed

Bug description:
  With a multi-regions cloud, we noticed that if the user does not
  explicitly specify a region, openstackclient will select, randomly it
  seems, an endpoint in one region. Shouldn't it rather fail and request
  the user to specify a region?
