Regression potential is high and also not within the SRU requirements:

Auto repair can still be enabled - just need to be aware that sometimes
there can be false positive "repair" status but has no functional
impact.
This has been fixed from Pacific onwards.

Bug description:
Due to bug [0], auto_repair, when enabled, doesn't work correctly and
the PGs get stuck in repair state even when there was no scrub repairs
needed/done by Ceph.
It's been fixed from Pacific onwards. Need to be backported to
Octopus.
Upstream patch: https://github.com/ceph/ceph/pull/41258
But there has been significant refactoring in this part of code since
Pacific that the above patch can't be cherry-picked. It'd be a copying
the idea and applying it to Octopus code.
If done, this would be a Octopus-only SRU as newer releases already
the fix in.
