FWIW, as the foundations team member trying to tie up the loose ends of
the time64 transition, I support this work -- the alternative is doing
the t64 transition for ceph, which is more effort.

Bug description:
  As part of the wider scope of the time 64 work for armhf, we're
  proposing dropping 32 bit architecture support in Ceph for noble.

  This has a slightly wider impact than just ceph - the following
  packages will also need updating to drop ceph support on anything
  other than 64 bit architectures.
