The following packages all have a dependency on python3-migrate:

Reverse-Depends

* python3-cinder
* python3-glance
* python3-heat
* python3-keystone
* python3-nova
* python3-oslo.db

Without exception all have migrated to using alembic as of
Caracal/Noble.

Lets drop the python3-migrate dependency in noble +1.
