Public bug reported:

The 2024.1 Caracal release of Neutron (already in archive) includes
features to enable multiple gateway management + associated BFD and ECMP
monitoring and multipathing for external networking in OpenStack.

The command line tooling for this was committed after the 6.6.0 release
of the openstackclient project; in order to expose this features to
OpenStack users on Noble we should pull in the four patches require to
add the sub commands and configuration options for networking.
