[Bug 2036396] [NEW] L4 checksum offloading is broken in DPDK net/tap driver, need to disable net/tap Tx L4 checksum offloads

As detailed in OVS commmit 1d78a3f3164a ("netdev-dpdk: Disable net/tap
Tx L4 checksum offloads."), we need to disable net/tap Tx L4 checksum
offloads for the openvswitch package until a new version of DPDK is
available.
