I updated description as with simple test result.

In Focal, secureboot is not working ( black screen right after instance
is started )
[Test Case]
0. create custom image with cirros
- openstack image create --container-format bare --disk-format qcow2 --file cirros-0.5.1-x86_64-disk.img cirros
1. set image properties.
- $ openstack image set --property hw_machine_type=q35 --property hw_firmware_type=uefi --property os_secure_boot=required cirros
2. In focal, create instance, and enable secureboot
3. start instance.
4. you just can see only blackscreen.
[Where problems could occur]
Secureboot may have issue.
