[Bug 2013156] [NEW] wtforms-alchemy FTBFS, needs newer sqlalchemy-utils

Public bug reported:

wtforms-alchemy in lunar-proposed fails to build with sqlalchemy-utils
0.37.8-1ubuntu1 which we currently have in Ubuntu.  It succeeds with
0.38.2-2 from Debian unstable.  Make sure sqlalchemy-utils gets merged
next cycle.  (It hasn't been merged since 2021.)
