[Bug 2012512] [NEW] [SRU] stable point releases 20.3.x for neutron

Public bug reported:

Among other bugfixes the 20.3.x release of Neutron contains tooling to
find and clean up duplicate port bindings
(https://review.opendev.org/c/openstack/neutron/+/859996).

It would be great if a new release of Neutron via UCA could be
considered.
