  [FFe] Update OVN to new 23.03.0 upstream version

Status in ovn package in Ubuntu:
  Fix Released

Bug description:
  Lunar currently contains a snapshot of OVN 23.03, as of March 3rd the
  upstream official release has been tagged [0].

  Updated package has been proposed to Debian [1][2][3] and we have
  agreement with the Debian maintainer to get this into their ongoing
  release.

  The package successfully builds in Lunar for all architectures [4].

  Once this merges to Debian, we want to sync this to Ubuntu and hereby
  request a FFe to do so.
