[Bug 2009063] [NEW] Inconsistent autopkgtest failures in xdp-tools lunar amd64

Public bug reported:

When running autopkgtest for xdp-tools triggered by a tcpdump update,
the tests seem to fail inconsistently, not related to the tcpdump
update.

>From the logs, one can see that some of that tests that fail in one run
pass on the other, and vice versa
