[Impact]

The latest ceph quincy point release (17.2.6) does not ship the cephfs-
mirror tool. This is a tool present in the upstream packaging (and other
distributions).


[Test Plan]

The cephfs-mirror package should be available to install.


[Where problems could occur]

As this patch introduces a new package with a single binary and without
any dependents, and does not touch any existing packages, risk to
existing installations is minimal.
