Bug description:
The keepalived statate tracking script is not stable, often state of router is not reflected in neutron database correctly. Related issue was reported some time ago https://bugs.launchpad.net/neutron/+bug/1970944
Also if python process is down failover will not happen. We should avoid relying on python process in dataplane failover for HA routers. Similar task is opened for IPv6 failover https://bugs.launchpad.net/neutron/+bug/1677279
