Merge ovn from Debian unstable for l-series

Bug description:
The Ubuntu OVN team has been working together with the Ubuntu Server
team on refreshing the upstream OVN packaging.
As a consequence of this work the Debian repository [0] now contains a
package source comparable to what we have in Ubuntu, and as such we
want to set up a sync of the Debian package moving forward.
The remaining difference now is:
* The systemd service files in Debian currently lack passing the `--restart` flag on ovn-controller exit, which was added to Ubuntu to reduce data plane downtime and as such improve the upgrade experience. This change will be upstreamed to Debian asap.
* The Debian package has upstream version 22.12.
* Debian requirements, such as README.Debian, SYSV init files and test skip lists.
The Ubuntu Server team has started the process for the required
dependencies which can be tracked in bug 1993398 the Open vSwitch sync
progress can be tracked in bug 2001683.
