Title:
  Merge openvswitch from Debian unstable for l-series

Status in openvswitch package in Ubuntu:
  In Progress

Bug description:
  The Ubuntu OVN team has been working together with the Ubuntu Server
  team on refreshing the upstream Open vSwitch packaging.

  As a consequence of this work the upstream repository [0] and the
  Debian repository [1] now contains a package source comparable to what
  we have in Ubuntu, and as such we want to set up a sync of the Debian
  package moving forward.

  The remaining difference now is:
  * updates to prepare for the new Open vSwitch 3.1 release
  * Debian requirements, such as README.Debian, SYSV init files, support for building with multiple Python versions and test skip lists

  The Ubuntu Server team has started the process for the required
  dependencies which can be tracked in bug 1993398.
