Bug description:
  I've noticed that neutron-linuxbridge-agent does not depends on
  network.target. If it starts before network is ready, it will not be
  able to contact rabbitmq servers.

  There is an similar issue affecting ovs agent in LP#1736510, but that
  has been abandoned.

  Is this a bug? Should this be patched?

  Or is this something Ubuntu packages does not handle, leaving it to
  other tools?
