This is seeded on the server image which does bring some risk, but
provided the new upstream version isn't going to bring any new
dependencies with it, I confirm Utkarsh's approval of the FFe.

  [FFe] Update Open vSwitch to new 3.2.0 upstream version

Status in openvswitch package in Ubuntu:
  Triaged

Bug description:
  Open vSwitch 3.2.0 was released [0] on the date of the Ubuntu feature
  freeze and as such we had no opportunity to make a package update
  ready in time.

  This new upstream version includes fixes and new features that are
  important for our community, and we would like to include it in the
  Ubuntu Mantic release.

  An update to the Debian openvswitch package is currently under review
  [2][3][4], and a preview of how the package would look once imported
  to Ubuntu can be viewed in the ovs PPA [5].
