Bug description:
  [Impact]
  New stable point releases of neutron have bug fixes [1] that use a new exception (NetlinkDumpInterrupted) introduced in pyroute2 0.6.6.

  [Regression Potential]
  These patches are self-contained with the addition of a new exception class and other code that is limited to NLM_F_DUMP_INTR paths. Therefore, there should be no issues even if NLM_F_DUMP_INTR not a defined in the netlink.h file.
