[Bug 1995771] [NEW] BFD monitoring of external router does not work when RBAC is enabled

Public bug reported:

The BFD feature in the ovn-controller writes to the BFD table in the
southbound db as part of its operation. There are no RBAC rules to allow
this to happen when RBAC is enabled.
