I'm also facing the same issue using Xena release => heat => 1:17.0.0-0ubuntu1~cloud0
Is this BUG duplicated for LP#1952352 ?

Bug description:
  I raised https://bugs.launchpad.net/ubuntu/+source/heat/+bug/1952352,
  but there is only one other bug there so I was suspicious.

  I upgraded from focal-wallaby to focal-xena and get these errors from
  heat (17.0.0), which is now using the wrong nova api version.
