The Precise Pangolin has reached end of life, so this bug will not be
fixed for that release

Bug description:
Each L3 agent should be set flag name "gateway_external_network_id".
but, L3_agent.init example has "gateway_external_net_id". This is wrong flag name.
# Each L3 agent can be associated with at most one external network. This
# value should be set to the UUID of that external network. If empty,
# the agent will enforce that only a single external networks exists and
# use that external network id

Probably we should be set "gateway_external_network_id =
