The Precise Pangolin has reached end of life, so this bug will not be
fixed for that release

The call quantum port-create --fixed-ip
subnet_id=c395cb5d-ba03-41ee-8a12-7e792d51a167,ip_address=10.0.0.21
--fixed-ip
subnet_id=c395cb5d-ba03-41ee-8a12-7e792d51a167,ip_address=10.0.0.21
net1 returns an internal error. The port is created without any IP.s
