  Seems the culprit is missing python-vitrageclient package, which is
  part of heat requirements.txt - but not installed as a dependency when
  installing heat-engine from UCA
  (https://github.com/openstack/kolla/blob/master/docker/heat/heat-
  engine/Dockerfile.j2)
