That package has already been re-added to Debian.

Change history in Debian:

2.8.1 - Removed deprecated openvswitch-ipsec

2.11.0 - Reintroduce the openvswitch-ipsec package.

  openvswitch-ipsec package missing in ubuntu

Status in openvswitch package in Ubuntu:
  Confirmed

Bug description:
  following OVS IPsec Tutorial at
  https://docs.openvswitch.org/en/latest/tutorials/ipsec/?highlight=ipsec

  Trying to install openvswitch-ipsec_*.deb failed:
  # sudo apt-get install openvswitch-ipsec
  E: Unable to locate package openvswitch-ipsec

  later on after few search, we found (with the help of Manfred Hampl) that:
  2.8.1 - Removed deprecated openvswitch-ipsec
  2.11.0 - Reintroduce the openvswitch-ipsec package.

  Is it missing?

  as for now:

  # apt-get install openvswitch-ipsec
  Reading package lists... Done
  Building dependency tree       
  Reading state information... Done
  Package openvswitch-ipsec:i386 is not available, but is referred to by another package.
  This may mean that the package is missing, has been obsoleted, or
  is only available from another source

  E: Package 'openvswitch-ipsec:i386' has no installation candidate

  
  Using Ubuntu 20.04 LTS kernel 5.4.0-26-generic
  when running "sudo apt install openvswitch..." I get:
  openvswitch-switch is already the newest version (2.13.0-0ubuntu1).
