Bug description:
  [Impact]
  While building Horizon image we install several of it's plugins:

  INFO:kolla.common.utils.horizon:Step 4/13 : RUN apt-get update && apt-
  get -y install --no-install-recommends gettext locales openstack-
  dashboard python3-designate-dashboard python3-heat-dashboard python3
  -manila-ui python3-murano-dashboard python3-octavia-dashboard python3
  -sahara-dashboard python3-trove-dashboard python3-watcher-dashboard
  tzdata && apt-get clean && rm -rf /var/lib/apt/lists/*

  But it fails because of some packages conflict with each other:

  UCA, focal-updates/wallaby/main on amd64.

  [Test Case]
  This should be successful:
  sudo apt install python3-murano-dashboard

  [Regression Potential]
  The package doesn't install due to a late change in the cycle, so we need to get it to install. I don't know that regression potential really applies in this case.
